UGC PhD Regulations Explained: Eligibility, Admission & Rules

The UGC PhD Regulations, 2022 govern who can do a PhD in India, how universities must admit scholars, and what the degree requires. Here's the whole framework in plain English.

Every PhD in India runs on one rulebook: the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022. Universities add their own processes on top, but they cannot go below these minimums. Understanding the regulations tells you what you're entitled to, what will be demanded of you — and helps you spot programmes that cut corners, because a 'PhD' that skips these requirements is a red flag, not a shortcut.

Who is eligible for PhD admission

  • A 1-year/2-semester master's degree after a 4-year bachelor's degree, or a 2-year master's after a 3-year bachelor's, with at least 55% marks (or equivalent grade).
  • A 4-year bachelor's degree with at least 75% marks (or equivalent) can qualify directly in many universities, per the 2022 framework.
  • A 5% relaxation applies for SC/ST/OBC (non-creamy layer), differently-abled and other categories the norms specify.
MPhil is gone

The 2022 regulations discontinued fresh MPhil admissions. Existing MPhil holders remain eligible for PhD admission under the earlier criteria.

How admission works

Universities admit through NET/JRF (or equivalent national test) scores, an entrance test of their own, or a combination. Where a university conducts its own test, the common pattern weights the written test and interview — with the interview/viva assessing your research aptitude and the credibility of your proposed direction. A brief research proposal or statement of intent is usually expected at this stage.

Supervisor allocation and limits

Supervisors must be regular faculty with the required publication record, and the regulations cap how many scholars each can guide at a time — 8 for a Professor, 6 for an Associate Professor and 4 for an Assistant Professor. Co-supervision is permitted within limits. This is why seats are scarce even when a department 'has' faculty: capacity is capped per supervisor.

What the PhD itself requires

  • Coursework (research methodology, ethics and discipline courses) to be completed early, with minimum credit requirements.
  • Progress reviews — a Research Advisory Committee monitors your work through periodic presentations.
  • Minimum duration of 3 years (including coursework) and a maximum of 6 years, with limited extensions and special provisions for women scholars and scholars with disabilities.
  • Pre-submission presentation and plagiarism screening before the thesis goes to examiners, followed by the viva voce.

Part-time PhD is now formally recognised

The 2022 regulations formalise the part-time PhD for working professionals, requiring a No-Objection Certificate from the employer. The academic requirements — coursework, reviews, thesis standards — remain the same as full-time.

One caution

Regulations set minimums; universities implement them with their own ordinances, and details (test patterns, weightages, credit counts) change. Always work from the university's current PhD ordinance and official notification — and treat any programme that skips entrance, coursework or reviews as a red flag.

Is NET compulsory for PhD admission?+

No. NET/JRF is one admission route; universities may also conduct their own entrance tests. Many institutions exempt NET/JRF or GATE qualifiers from their written test, sending them directly to interview.

Minimum three years including coursework, maximum six years, with limited extension provisions. Women scholars and scholars with disabilities get additional relaxations under the regulations.

Can I do a PhD while working full-time?+

Yes — the UGC PhD Regulations 2022 formally recognise part-time PhDs. You need employer consent (NOC), and you must still complete the same coursework, reviews and thesis requirements.
